Connecting Diaspora Savings with Sustainable Development
Lesotho is exploring a sovereign sustainable diaspora bond to mobilize financing from overseas Basotho and institutional investors for eligible green and social projects. UNDP reported a feasibility-study validation workshop in June 2026. A request for proposals to develop Lesotho’s Sustainable Bond Framework followed in July 2026.
For Diaspora Country Index, this case highlights the preparation countries need to assess a potential offering, establish credible institutions, and develop practical participation channels.
Preparation at a glance

Building Institutional Coordination
Preparation involves coordination across public finance, financial markets, diaspora engagement, and development planning.
In May 2025, Lesotho’s Ministry of Finance and Development Planning and the UN Economic Commission for Africa convened stakeholders to examine diaspora contributions to sustainable development. Participants agreed to establish a national technical working group under the ministry’s leadership.
DCI’s interpretation emphasizes the importance of this coordination. A financing proposal needs institutions responsible for borrowing decisions, investor engagement, project selection, implementation, and reporting.
What Makes the Proposed Financing Sustainable?
Under the International Capital Market Association’s Sustainability Bond Guidelines, sustainability bonds finance or refinance a combination of green and social projects.
The guidelines emphasize four components: eligible uses of proceeds, project evaluation and selection, management of proceeds, and reporting. They also recommend a bond framework and external review.
For countries preparing such instruments, sustainability objectives need clear project eligibility rules, implementation responsibilities, and measurable results.
Lessons for Diaspora Bond Readiness
DCI draws five practical lessons from Lesotho’s preparation process.
Test Investor Demand
Preparation should assess investment capacity, preferred currencies, acceptable maturities, and expectations about returns and access to funds. Diaspora population estimates and remittance flows provide context. Investor research establishes the evidence needed to design an offering.
Prepare Eligible Projects
Governments should identify investments with credible budgets, implementation plans, responsible agencies, and measurable environmental or social outcomes. Project preparation should advance alongside financial structuring.
Define Governance and Reporting
Institutions need clear responsibilities for selecting projects, tracking allocations, monitoring implementation, and publishing results. Transparent processes give investors a basis for assessing how financing supports stated objectives.
Assess Borrowing and Repayment
Financial preparation should examine debt sustainability, borrowing costs, currency exposure, and repayment capacity. Financing terms should fit the government’s wider debt management strategy.
Design Practical Participation Channels
Minimum investment amounts, identity verification, payment systems, investor support, and account servicing shape access. Governments should examine these requirements from the perspective of diaspora investors living abroad.
Relevance to DCI’s Diaspora Bond Readiness Index
DCI’s Diaspora Bond Readiness Index examines diaspora engagement policy, sovereign credit ratings, and remittances as a percentage of GDP.
Lesotho’s experience adds a preparation perspective to these foundational indicators. Countries seeking diaspora financing need evidence on investor demand, coordinated institutions, eligible investments, and credible financial administration to assess whether and how to proceed.
