Practical Resources for Building Diaspora Readiness
DCI is developing frameworks and tools to help governments and partners strengthen the policies, institutions, and systems supporting diaspora participation in development.
Our approach connects index findings and country case studies with practical questions: Which gaps need attention? Who should lead improvements? What evidence will demonstrate progress?
Diaspora Infrastructure Investment Readiness
Our first toolkit initiative focuses on preparing countries for diaspora participation in infrastructure finance. Drawing on lessons from Ethiopia’s Grand Ethiopian Renaissance Dam, the resource will address five priorities:
* Ongoing investor support.
* Clear participation rules.
* Accessible and accountable institutions.
* Credible projects.
* Trust and transparent reporting.
Starter Toolkit: Planned Resource
The proposed starter toolkit will include a readiness checklist, diaspora participation planner, institutional responsibility sheet, transparency checklist, and action plan.
These worksheets will help users identify gaps, assign responsibilities, and prioritize improvements.
Intended users include government agencies, investment promotion authorities, diaspora organizations, and development partners.
Development status: Planned. DCI is seeking support for development, review, and piloting.
